This is not another framework. It doesn't assume anything. All this does is get the annoying stuff of starting a project out of the way so you can get to the meat of your project. CSS and Javascript files are already set up to start working on. It is also ready for HTML5 including for IE and responsive designs.
If you need to start working on creative first there are a couple PSD files based on the 960 grid. It really is the easiest way to get started on your web projects.
